Francisco Goiana da Silva

Francisco Goiana-da-Silva holds an Integrated Master’s Degree in Medicine from the Faculty of Medicine, University of Lisbon, Portugal, a Master’s in International Health Management from Imperial College Business School, London, United Kingdom, and a Ph.D. in Health Policy and Global Health Innovation from Imperial College’s Faculty of Medicine. He also completed postgraduate studies in Global Healthcare Delivery at Harvard University. From 2015 to 2018, he served as deputy to the Secretary of State for Health in Portugal. Following this, from 2019 to 2021, he was Director-General for New Health Ventures and Insurance at SONAE MC. In 2022 he joined the Executive Board of the Portuguese National Health Service (SNS), where he led operations, innovation and digital transformation, among others. Currently, he is an invited Professor at several national and international higher education institutions, including Nova Medical School, in Portugal, and Imperial College Business School, where he coordinates the Health Policy curriculum. He is also a regular consultant for the WHO’s European Regional Office and is the resident opinion leader for health topics on national Portuguese TV.
